Deputy Prime Minister and Minister for Foreign Affairs and Tourism Ian Borg warned that the prolonged conflict in the Middle East is creating significant humanitarian, political and security challenges that extend far beyond the region, including Europe. He also called on the European Union to strengthen its ability to remain united and act decisively during uncertain times.
On Wednesday, Dr Borg addressed a meeting of the Heads of Missions of EU member states in Malta. The meeting was hosted by the High Commissioner of Cyprus to Malta, Yiorgos Christofides, as part of Cyprus’ Presidency of the European Union. Dr Borg praised the Cypriot Presidency for its leadership during a particularly demanding period, when the EU must demonstrate clear strategic direction, credibility and preparedness.
He noted that the international order is facing increasing pressure, with conflicts becoming more interconnected and the consequences of poor judgement growing more serious. In this context, he stressed that Europe’s response must be coherent and guided by strong principles, while also being capable of shaping developments rather than simply reacting to them.
Dr Borg also explained that recent developments in the Middle East and the Gulf have once again shown how instability in one region can quickly affect other parts of the world. Continued conflict and uncertainty, he said, are placing neighbouring regions, including EU countries, at risk of serious challenges. He therefore emphasised the importance of taking every possible measure to ensure the safety of civilians affected by the conflict, including European citizens who live, work or travel across the Gulf region.
The Deputy Prime Minister stressed the need for stronger coordination among countries, warning that the EU cannot afford to appear inconsistent or lacking credibility. In this regard, he pointed to recent cooperation between the EU and the Gulf Cooperation Council (GCC) as an example of effective diplomatic engagement during periods of heightened tension.
Dr Borg added that such diplomatic efforts must continue through sustained international engagement aimed at reducing tensions and promoting stability. While meaningful results may not come immediately, he said this engagement remains essential to prevent further regional spillovers and to create the conditions for long-term solutions.
Referring to the war in Ukraine, Dr Borg emphasised that the EU must remain united and committed to its shared objectives to ensure that the Ukrainian people have the necessary support to withstand Russia’s aggression while preparing for the country’s recovery. He stated that Europe’s credibility, as well as Ukraine’s future, depends on this unity.
Dr Borg concluded by saying that although Europe faces a demanding agenda, it has the tools, partners and responsibility to influence global developments. However, this depends on member states working together and delivering on the commitments they make, allowing the European Union to continue serving as a force for stability and cooperation in an increasingly uncertain world.
